The administration also plans to seek a legislative change to boost rental assistance for needy families, create a reserve account for shelter expenses, and further shorten the length of stay in traditional shelter settings while extending stays in overflow sites, State House News Service reported . “In recent years, the state’s family shelter system has grown to be increasingly unsustainable. We’ve taken significant action to rein in its growth, and we’ve seen tangible results,” Healey said in a statement. Though the size of the shelter system has “remained stable for the past year,” with families moving out of emergency departments and airport departure lounges, “more needs to be done so that Massachusetts taxpayers do not continue to be on the hook for this federal problem,” she said. “The changes we are making will reduce cost ... and better meet the needs of all families,” she said. Families placed into the Bridge Shelter Track are those who are considered more “high-risk,” or those with “more complex needs that take longer to resolve to find permanent housing – they may be women who have a late-term pregnancy, people with intellectual or developmental disabilities," the administration said. The administration said it will start phasing out hotels and motels as emergency housing next year, with the effort stretching into the 2026 budget year. "Families and local community will be notified in advance of planned closures. Providers will work intensively with families to support exits into safe and stable housing prior to a site closing," the administration said in its statement. The costs Healey’s office said it plans to propose legislative changes to the HomeBASE rental assistance program, making families eligible for up to $25,000 of rental aid annually for two years. Families can currently receive up to $30,000 over two years or $45,000 over three years, State House News Service reported. The administration also plans to file a supplemental budget seeking additional funding for the EA shelter system for the rest of fiscal 2025, and that money would flow into a new “Family Shelter and Services Reserve” account, according to the wire service. Administration and Finance Secretary Matt Gorzkowicz recently said the system will likely run out of funds in January, and that Healey’s team would be requesting more than $400 million from the Legislature. That request will reopen the debate over the shelter crisis response.
