National Title Odds Posted, Includes Shocking Team at No. 2By THOMAS ADAMSON PARIS (AP) — The day after the inferno struck Notre Dame on April 15, 2019 , Philippe Villeneuve walked despondently into the remains of his cathedral. Smoke choked the spring air, the spire lay in rubble, and charred beams littered the nave. “We had lost the framework, the roof, the spire, and three sections of the vault,” Villeneuve, its chief architect since 2013, said. Yet just hours earlier, President Emmanuel Macron had issued an extraordinary decree: Notre Dame would rise again — in just five years. “There was one sole (problem),” Villeneuve said in an interview with The Associated Press, “the deadline.” It felt impossible. Yet as Villeneuve stepped through the wreckage with doubts in his mind, he was caught by surprise. Terrifying as it was to see the charred remains of the 861-year-old Gothic treasure, a beacon of hope emerged. “All the stained-glass windows were spared, the great organ, the furniture, the paintings -— everything was intact,” he realized. “It was doable.” A historic restoration Macron’s decree became the driving force behind the most ambitious restoration in modern French history. The announcement — to restore an edifice that took nearly 200 years to build in just five years — sparked unprecedented global support, with donations quickly nearing $1 billion . Yet, other obstacles came in waves. First, the fire’s immediate aftermath brought a lead contamination crisis that halted work for a month, and woke the world up to the dangers of lead dust. Then came the pandemic, forcing workers off-site. Weather, too, seemed to conspire, with heavy rains delaying the removal of the scorched scaffolding that had fused into a skeletal reminder of the disaster. But Villeneuve persisted, working with his team on what he called the “presidential building site” to redefine what was possible under extraordinary conditions. He lobbied for the final reopening date to be delayed from April of this year to align with Dec. 8 — a Catholic holy day celebrating Mary’s conception without sin — a symbolic choice that felt both achievable and sacred. His irreverent sense of humor — delivered amid expletives, and with a childlike grin that belies his 61 years and his silver hair — seems to have carried him through the relentless five years of work. But as the reopening fast approaches, Villeneuve confessed his lingering anxiety. “I’m not calm — not at all. I’m completely stressed out,” he said. “This was not just about restoring a building. This was about restoring the heart of France.” More beautiful than ever There were positives. The fire badly scarred the cathedral but also revealed its hidden brilliance — with many who glimpsed the restored interiors last week saying they are more majestic than before the catastrophe. “It’s horrible to say (of the fire), but every cloud has a silver lining,” Villeneuve said, smiling. “The stone is luminous now. It almost glows.” The intense heat and falling debris left behind a film of toxic lead dust, requiring meticulous cleaning of every surface. Sculptures, walls and organ pipes were painstakingly stripped of grime and soot, exposing a brightness unseen for centuries . Strolling through the medieval wooden beams of the reconstructed framework, so complicated it is known as the “forest,” or beneath the newly restored spire, Villeneuve felt the work was so seamless it seemed as if the inferno might never have happened, he said. “That’s success,” Villeneuve said. “If I can make (cathedral visitors) doubt there was ever a fire, then I’ve erased the horror.” Inked devotion While his restoration adhered faithfully to the historical designs of Eugène Viollet-le-Duc, Villeneuve found a deeply personal way to mark his connection to Notre Dame. He knew he could not leave his name etched into the stone, so he chose to get a long, bold tattoo running down his forearm, calling himself “Rock and Roll” for it. It depicts Viollet-le-Duc’s original spire — the one that collapsed in the fire — not the newly restored version crowned with the golden phoenix cum rooster . Complementing it is another tattoo over his chest, inspired by the cathedral’s stained glass, forming a rosary design. “This wasn’t about me,” he said, “but I’ve left my mark in my own way.” Viollet-le-Duc’s 19th-century spire, a meticulous recreation of a medieval aesthetic, remains at the heart of the restoration. “He was a genius,” Villeneuve said of the architect. “My role was to ensure that vision endured.” Lingering mystery of the fire While Notre Dame’s restoration has proceeded with remarkable precision, one question still looms over Villeneuve: the cause of the fire, a frustrating investigation into one of the biggest mysteries in France in living memory. Despite extensive efforts, money and interest, authorities have still not identified the blaze’s origin. Initial theories suggested an electrical short circuit, possibly linked to ongoing renovation work, but no definitive cause has been established. The lingering uncertainty still troubles Villeneuve as the cathedral nears its reopening. It’s personal, particularly as he was in charge when the fire broke out. “It’s something that haunts you. Not the responsibility for the fire — I know very well that I bear no personal responsibility for it,” he said. “At least, I think so.” “But it annoys me not to know.” In the wake of the disaster, lessons have been learned, and steps taken to ensure Notre Dame’s protection in the future. Villeneuve and his team have installed cutting-edge fire safety systems in the cathedral to prevent a similar catastrophe. The attic, now divided into three fire compartments—choir, transept, and nave—features advanced thermal cameras, smoke detectors, and a revolutionary water-misting system. Fox News national correspondent CB Cotton breaks down the latest news on the Daniel Penny trial after the judge dropped manslaughter charges Friday afternoon on ‘Special Report.’ It is a travesty that Marine veteran Daniel Penny was charged with two homicide counts by Manhattan’s elected progressive-Democratic district attorney, Alvin Bragg, over the death of Jordan Neely – who was menacing frightened subway passengers when Penny subdued him . How fitting, then, that the conclusion of the jury trial, which began eight weeks ago, is proving to be as much a mockery of justice as the rest of the proceedings have been. DANIEL PENNY ‘OVERCHARGED’ BY PROSECUTION IN ‘PATENTLY UNFAIR’ MOVE, ATTORNEY ARGUES As I’ve explained a number of times, Bragg executed a couple of cynical stratagems to increase his chances of convicting Penny. The first involves the crude racialist politics of the progressive-Democratic base that got Bragg elected in 2021. This faction looks at life as if it were a Howard Zinn revisionist history textbook, in which the world is divided into oppressor and oppressed classes, with race as the full-field theory for interpreting all phenomena. In the real world, there wasn’t anything racist in Penny’s intervention as Neely threatened passengers. Yes, the happenstance is that Penny is white and Neely was black; but Neely was intimidating all the train passengers regardless of race. Penny was assisted in subduing him by non-white passengers. Some of the best witnesses in the case for Penny have been black passengers, who have described how scared they were and how heroic Penny was. Shamefully, Judge Maxwell Wiley has allowed Bragg’s prosecutors to refer to Penny as "the white man" and "the white defendant," notwithstanding that Penny’s whiteness is irrelevant, there being not a scintilla of proof that he was bigoted. Bragg’s approach is transparently jaded: appeal to any Manhattan progressives on the jury with a race-based ideological pitch that social justice demands finding Penny guilty. The second stratagem involves how the case was charged. While I don’t think Penny should have been indicted at all, this is not even arguably anything more than a negligence case. Penny was legally justified in using force to protect himself and other passengers. By law, such justification allows a person to subdue the aggressor until the police arrive. The question, then, is whether Penny was negligent in the duration and force of the chokehold he used. (Aside: there is a significant causation issue in the case; i.e., there could be reasonable doubt about whether the chokehold caused death because Neely had significant amounts of narcotics in his system, which could have exacerbated his preexisting physical maladies due to the anxiety he caused by threatening subway passengers.) Rather than leading with criminally negligent homicide, the indictment’s top count is second-degree manslaughter – i.e., reckless homicide. To prove recklessness, prosecutors must show beyond a reasonable doubt that the defendant knew he created a risk of death and took aggressive action in wanton disregard of that risk. Clearly, that’s not what Penny did. It was not he, but Neely, who caused the risk; and far from acting wantonly, Penny did not try to harm Neely. He rolled Neely into a position to make breathing easier. He waited until the police arrived and fully cooperated with them. And during the interview he voluntarily gave police, they did not tell him that Neely had died, and Penny plainly believed he was alive. When a trained Marine wants to kill a restrained person with a choke hold, he knows how to do it, and it doesn’t take long. That’s not what happened here. He calculated that this could give the jury something to compromise on, improving the prosecution’s odds. Especially if the racializing strategy attracted some progressive jurors to the view that Penny had to be found guilty, jurors sympathetic to Penny might conclude that they could be reasonable by agreeing to find him guilty of negligent homicide as long as they acquitted him of the baseless manslaughter charge. Sadly, it appears that this strategy could be playing out as Bragg hoped. Last Friday, we learned that the jury was deadlocked on the manslaughter charge – meaning one or more jurors want Penny convicted, while others have concluded (appropriately in my view) that this charge lacks supporting evidence. The jury was not permitted to consider negligence until the recklessness charge was resolved. Bragg has thus succeeded in exhausting the jury for four days of deliberations, including a so-called Allen charge – given over the defense’s vigorous objection – to try to strongarm jurors into putting aside their divisions and agreeing on a result (a conviction, the DA hopes). They’ve been at it for nearly 30 hours over this very straightforward, single-transaction, two-count case – but still they would not find Penny guilty. Judge Wiley should have declared a mistrial. To continue at this point is to seek to browbeat the jury into a conviction. I further believe it would violate New York criminal-procedure law. Under Sections 310.60 and 310.70 , which control, respectively, declaration of a mistrial and partial verdicts, a judge may (a) declare a mistrial if the jury is deadlocked and the judge determines that no verdict is likely; or (b) accept a partial verdict if the jury announces that it has reached a verdict on one count but is deadlocked on the other count or counts. Other than those two situations, a judge may not declare a mistrial during jury deliberations unless both parties – the prosecution and the defendant – agree. Yet, Wiley allowed Bragg to dismiss the reckless homicide charge for the purpose of continuing the trial and forcing the jury to deliberate on the lesser negligent-homicide offense. WASHINGTON -- WASHINGTON (AP) — Donald Trump said he can't guarantee that his promised tariffs on key U.S. foreign trade partners won't raise prices for American consumers and he suggested once more that some political rivals and federal officials who pursued legal cases against him should be imprisoned. The president-elect, in a wide-ranging interview with NBC's “Meet the Press” that aired Sunday, also touched on monetary policy, immigration, abortion and health care, and U.S. involvement in Ukraine, Israel and elsewhere. Trump often mixed declarative statements with caveats, at one point cautioning “things do change.” A look at some of the issues covered: Trump has threatened broad trade penalties, but said he didn’t believe economists' predictions that added costs on those imported goods for American companies would lead to higher domestic prices for consumers. He stopped short of a pledge that U.S. an households won't be paying more as they shop. “I can’t guarantee anything. I can’t guarantee tomorrow,” Trump said, seeming to open the door to accepting the reality of how import levies typically work as goods reach the retail market. That's a different approach from Trump's typical speeches throughout the 2024 campaign, when he framed his election as a sure way to curb inflation. In the interview, Trump defended tariffs generally, saying that tariffs are "going to make us rich.” He has pledged that, on his first day in office in January, he would impose 25% tariffs on all goods imported from Mexico and Canada unless those countries satisfactorily stop illegal immigration and the flow of illegal drugs such as fentanyl into the United States. He also has threatened tariffs on China to help force that country to crack down on fentanyl production. ”All I want to do is I want to have a level, fast, but fair playing field,” Trump said. He offered conflicting statements on how he would approach the justice system after winning election despite being convicted of 34 felonies in a New York state court and being indicted in other cases for his handling of national security secrets and efforts to overturn his 2020 loss to Democrat Joe Biden. “Honestly, they should go to jail,” Trump said of members of Congress who investigated the Capitol riot by his supporters who wanted him to remain in power. The president-elect underscored his contention that he can use the justice system against others, including special prosecutor Jack Smith, who led the case on Trump’s role in the siege on Jan. 6, 2021. Trump confirmed his plan to pardon supporters who were convicted for their roles in the riot, saying he would take that action on his first day in office. As for the idea of revenge driving potential prosecutions, Trump said: “I have the absolute right. I’m the chief law enforcement officer, you do know that. I’m the president. But I’m not interested in that." At the same time, Trump singled out lawmakers on a special House committee who had investigated the insurrection, citing Rep. Bennie Thompson, D-Miss., and former Rep. Liz Cheney, R-Wyo. “Cheney was behind it ... so was Bennie Thompson and everybody on that committee,” Trump said. Asked specifically whether he would direct his administration to pursue cases, he said, “No,” and suggested he did not expect the FBI to quickly undertake investigations into his political enemies. But at another point, Trump said he would leave the matter up to Pam Bondi, his pick as attorney general. “I want her to do what she wants to do,” he said. Such threats, regardless of Trump's inconsistencies, have been taken seriously enough by many top Democrats that Biden is considering issuing blanket, preemptive pardons to protect key members of his outgoing administration. Trump did seemingly back off his campaign rhetoric calling for Biden to be investigated, saying, “I’m not looking to go back into the past.” Trump repeatedly mentioned his promises to seal the U.S.-Mexico border and deport millions of people who are in the U.S. illegally through a mass deportation program. “I think you have to do it,” he said. He suggested he would try to use executive action to end “birthright” citizenship under which people born in the U.S. are considered citizens — although such protections are spelled out in the Constitution. Asked specifically about the future for people who were brought into the country illegally as children and have been shielded from deportation in recent years, Trump said, “I want to work something out,” indicating he might seek a solution with Congress. But Trump also said he does not “want to be breaking up families” of mixed legal status, “so the only way you don’t break up the family is you keep them together and you have to send them all back.” Long a critic of NATO members for not spending more on their own defense, Trump said he “absolutely” would remain in the alliance “if they pay their bills.” Pressed on whether he would withdraw if he were dissatisfied with allies’ commitments, Trump said he wants the U.S. treated “fairly” on trade and defense. He waffled on a NATO priority of containing Russia and President Vladimir Putin. Trump suggested Ukraine should prepare for less U.S. aid in its defense against Putin’s invasion. “Possibly. Yeah, probably. Sure,” Trump said of reducing Ukraine assistance from Washington. Separately, Trump has called for an immediate cease-fire . Asked about Putin, Trump said initially that he has not talked to the Russian leader since Election Day last month, but then hedged: “I haven’t spoken to him recently.” Trump said when pressed, adding that he did not want to “impede the negotiation.” The president-elect said he has no intention, at least for now, of asking Federal Reserve Chairman Jerome Powell to step down before Powell's term ends in 2028. Trump said during the campaign that presidents should have more say in Fed policy , including interest rates. Trump did not offer any job assurances for FBI Director Christopher Wray, whose term is to end in 2027. Asked about Wray, Trump said: “Well, I mean, it would sort of seem pretty obvious” that if the Senate confirms Kash Patel as Trump's pick for FBI chief, then “he’s going to be taking somebody’s place, right? Somebody is the man that you’re talking about.” Trump promised that the government efficiency effort led by Elon Musk and Vivek Ramaswamy will not threaten Social Security. “We're not touching Social Security, other than we make it more efficient,” he said. He added that “we're not raising ages or any of that stuff.” He was not so specific about abortion or his long-promised overhaul of the Affordable Care Act. On abortion, Trump continued his inconsistencies and said he would “probably” not move to restrict access to the abortion pills that now account for a majority of pregnancy terminations, according to the Guttmacher Institute, which supports abortion rights. But pressed on whether he would commit to that position, Trump replied, “Well, I commit. I mean, are -- things do -- things change. I think they change.” Reprising a line from his Sept. 10 debate against Vice President Kamala Harris, Trump again said he had “concepts” of a plan to substitute for the 2010 Affordable Care Act, which he called “lousy health care.” He added a promise that any Trump version would maintain insurance protections for Americans with preexisting health conditions.
