The Department of Premier and Cabinet had promoted a Government Advertising and Insights Hub executive director job with an annual pay band of between $257,462 and $429,104 . But after a fierce public backlash, Peter Malinauskas intervened, forcing his department chief Damien Walker – the state’s highest paid public servant – to scrap the job advert. DPC will readvertise a “far more reasonable” annual salary less than $300,000, he said. The Premier, who said his government was cutting “spin doctor” numbers, told FIVEaa Radio on Wednesday: “What’s stunned I think me is the prospect this person could get paid over 400 grand a year. The Premier, who said the marketer would “never” earn almost as much as his $436,000 salary, told MPs DPC hired an executive on the same pay band under the Liberal government that “wasn’t an open selection process”. “The difference between then and now, apart from that band being less if you adjust for inflation, is, of course ... it wasn’t a merit-based appointment,” he told parliament. Taxpayers spend up to $40m a-year on advertising but that has been cut in 2024 by $7.9m. Opposition Leader Vincent Tarzia said on Wedneaday night: “For the Premier to back pedal and say the salary will be reduced is telling.” He said during a cost of living crisis, and record ramping levels, Labor was “more focussed on spin”. The premier said he was not aware of the salary or involved in job hiring. Mr Malinauskas told FIVEAA on Wednesday morning the salary range on the ad was not accurate, and that it would be withdrawn and replaced with a one that’s “far more reasonable.” When pressed, he said it would be under $300,000 and “more likely in the mid 200s”. The Premier told parliament on Tuesday that the government was working on a new, centralised PR unit, and that the position would be heading up the department. “We are consolidating and actually reducing the number of people that are characterised as spin doctors across government to realise a whole of government saving,” Mr Malinauskas said. He said the high reported salary “fundamentally” didn’t pass the pub test. A political row erupted over the job after the opposition criticised it as “tone deaf” during a cost of living crisis. Mr Malinauskas, who the Liberals dubbed “Mali from marketing”, said a new centralised unit was reasonable and responsible public spending after an internal review recommended the changes. Industry sources said a similar private sector job pays $180,000, meaning the proposed city-based public service bureaucrat, for a yet to be launched advertising unit, would earn a higher remuneration than chief executives of several public service agencies. Records show taxpayers paid $52,170 to BDO Services to review hub plans before its launch in early 2025. Outgoing DPC chief executive Damien Walker, whose department will manage the unit, earns $760,035. ROME — The Rome Baseball Association’s DeLutis Field baseball complex, which suffered major damage in July’s tornado, is getting a $38,384 grant from Major League Baseball’s Commissioner’s Office and its Youth Development Fund, the Association announced. On July 16, the complex “suffered significant damage because of the tornado that tore through the city,” the Association announced. “Throughout the subsequent months the RBAI has worked through the process of repairing the damage.” It continued, “The cost of repairing the damage is significant and has exceed the insurance coverage on our structures. As such, the RBAI has sought out donations to cover the gap.” The Rome Lions Club presented a $2,500 grant to the Association within a few weeks of the tornado to be utilized for clean up and facility repair. The club was the first organization to reach out to support efforts to rebuild and continue to serve the youth of the community, the Association. “We are very grateful and appreciative.” Shortly after the tornado, the Association reached out to MLB Commissioner Rob Manfred, a Rome native, to ask if the league could help. Tony Reagins, chief baseball development officer for the league, connected with the Association to see how the league and the commissioner could help. Reagins flew to Rome in early September to assess the damage and understand how the RBAI contributes to the development of baseball in the area. Reagins “was impressed by the development of the facility and the Griffiss Business and Technology Park as a whole,” the Association noted. “Subsequently a very generous grant was awarded to assist in the repair of the facility.” It continued: “The RBAI’s Board of Directors want to express its deepest appreciation to both the Rome Lions Club and to Major League Baseball’s Commissioner’s Office for its generosity. While we still have some repairs to finish and funding to raise to cover repair costs we will be ready to serve the youth of our community in spring.”

Birthright citizenship means anyone born in the United States automatically becomes an American citizen. It's been in place for decades and applies to children born to someone in the country illegally or in the U.S. on a tourist or student visa who plans to return to their home country. It's not the practice of every country, and Trump and his supporters have argued that the system is being abused and that there should be tougher standards for becoming an American citizen. But others say this is a right enshrined in the 14th Amendment to the Constitution, it would be extremely difficult to overturn and even if it's possible, it's a bad idea. Here's a look at birthright citizenship, what Trump has said about it and the prospects for ending it: During an interview Sunday on NBC’s “Meet the Press” Trump said he “absolutely” planned to halt birthright citizenship once in office. “We’re going to end that because it’s ridiculous,” he said. Trump and other opponents of birthright citizenship have argued that it creates an incentive for people to come to the U.S. illegally or take part in “birth tourism,” in which pregnant women enter the U.S. specifically to give birth so their children can have citizenship before returning to their home countries. “Simply crossing the border and having a child should not entitle anyone to citizenship,” said Eric Ruark, director of research for NumbersUSA, which argues for reducing immigration. The organization supports changes that would require at least one parent to be a permanent legal resident or a U.S. citizen for their children to automatically get citizenship. Others have argued that ending birthright citizenship would profoundly damage the country. “One of our big benefits is that people born here are citizens, are not an illegal underclass. There’s better assimilation and integration of immigrants and their children because of birthright citizenship,” said Alex Nowrasteh, vice president for economic and social policy studies at the pro-immigration Cato Institute. In 2019, the Migration Policy Institute estimated that 5.5 million children under age 18 lived with at least one parent in the country illegally in 2019, representing 7% of the U.S. child population. The vast majority of those children were U.S. citizens. The nonpartisan think tank said during Trump’s campaign for president in 2015 that the number of people in the country illegally would “balloon” if birthright citizenship were repealed, creating “a self-perpetuating class that would be excluded from social membership for generations.” In the aftermath of the Civil War, Congress ratified the 14th Amendment in July 1868. That amendment assured citizenship for all, including Black people. “All persons born or naturalized in the United States and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside,” the 14th Amendment says. “No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States.” But the 14th Amendment didn't always translate to everyone being afforded birthright citizenship. For example, it wasn't until 1924 that Congress finally granted citizenship to all Native Americans born in the U.S. A key case in the history of birthright citizenship came in 1898, when the U.S. Supreme Court ruled that Wong Kim Ark, born in San Francisco to Chinese immigrants, was a U.S. citizen because he was born in the states. The federal government had tried to deny him reentry into the county after a trip abroad on grounds he wasn’t a citizen under the Chinese Exclusion Act. But some have argued that the 1898 case clearly applied to children born of parents who are both legal immigrants to America but that it's less clear whether it applies to children born to parents without legal status or, for example, who come for a short-term like a tourist visa. “That is the leading case on this. In fact, it’s the only case on this,” said Andrew Arthur, a fellow at the Center for Immigration Studies, which supports immigration restrictions. “It’s a lot more of an open legal question than most people think.” Some proponents of immigration restrictions have argued the words “subject to the jurisdiction thereof” in the 14th Amendment allows the U.S. to deny citizenship to babies born to those in the country illegally. Trump himself used that language in his 2023 announcement that he would aim to end birthright citizenship if reelected. Trump wasn't clear in his Sunday interview how he aims to end birthright citizenship. Asked how he could get around the 14th Amendment with an executive action, Trump said: “Well, we’re going to have to get it changed. We’ll maybe have to go back to the people. But we have to end it.” Pressed further on whether he'd use an executive order, Trump said “if we can, through executive action." He gave a lot more details in a 2023 post on his campaign website . In it, he said he would issue an executive order the first day of his presidency, making it clear that federal agencies “require that at least one parent be a U.S. citizen or lawful permanent resident for their future children to become automatic U.S. citizens.” Trump wrote that the executive order would make clear that children of people in the U.S. illegally “should not be issued passports, Social Security numbers, or be eligible for certain taxpayer funded welfare benefits.” This would almost certainly end up in litigation. Nowrasteh from the Cato Institute said the law is clear that birthright citizenship can’t be ended by executive order but that Trump may be inclined to take a shot anyway through the courts. “I don’t take his statements very seriously. He has been saying things like this for almost a decade," Nowrasteh said. "He didn’t do anything to further this agenda when he was president before. The law and judges are near uniformly opposed to his legal theory that the children of illegal immigrants born in the United States are not citizens." Trump could steer Congress to pass a law to end birthright citizenship but would still face a legal challenge that it violates the Constitution. "My main take away, really, was just how poorly that seniors are doing in Newfoundland and Labrador," Susan Walsh told reporters Tuesday morning. "We now have the data that clearly supports ... that in every situation seniors were falling behind the rest of the country." The 68-page report outlines senior well-being through six categories: physical and mental health, health care, finances, housing, transportation and safety. Walsh said people over the age of 65 now make up nearly a quarter of Newfoundland and Labrador's population, an increase of over 20 per cent since 2019. Seniors generally perceive their physical and mental health to be at or above national averages, she said, but data connected to the social determinants of health could paint a different picture. For example, the report says only 14 per cent of seniors in the province eat the recommended amount of fruits and vegetables, compared to 26 per cent nationally. Newfoundland and Labrador seniors also lag in statistics around their diet and exercise, Walsh said, and are eight percentage points behind the rest of Canada in having access to a regular health-care provider. "They are continuing to struggle in many of the social determinants of health. They are lagging their Canadian counterparts. They are not receiving the level of care and respect they deserve," Walsh said. There are other concerning figures that show themselves in health-care statistics, she said. The percentage of completed hip and knee replacement surgeries that meet national benchmarks is well below the national average. Newfoundland and Labrador is also more than double the national average in its usage of restraints and the potentially inappropriate use of antipsychotic drugs in care — with the highest usage in the Labrador-Grenfell health zone. "Often times, that's tied to [limits] or challenges around resources on units," Walsh said. "What was most concerning to me inside of that was the difference regionally, and I think we need to get inside of that and determine why." The report also shines a light on the finances seniors rely on. Walsh said seniors in Newfoundland and Labrador have the lowest median income in Canada at just $27,800. Seniors in the province also avail of Canada's Guaranteed Income Supplement more than anywhere else in the country, she said. "To put that into perspective, more than half of the seniors in this province have an income that is less than a full-time salary on minimum wage, which is approximately $32,000," she said. "The percentage of seniors in Newfoundland and Labrador receiving [GIS] is concerning, as it certainly can be considered an indicator of poverty." The report found the number of criminal violations involving a senior victim rose from 332 in 2019 to 580 in 2023 — a 72 per cent increase. She hopes the report can become an annually released document to determine if the well-being of seniors is improving, noting this report was completed with one-time funding. The report has been delivered to each of Newfoundland and Labrador's MHAs, she said, and hopes to continue advocacy soon. "That's the next step, now.
