IWV Burros Youth Football Varsity finished the regular season 7-1, Junior Varsity 5-3, Sophomore 6-1, and Freshman 5-1. All four divisions earned spots in the VYFL Playoffs, with Varsity, Sophomore, and JV finishing as No. 2 seeds and having a first-round playoff bye. The JV Burros finished as the No. 4 seed and lost a close overtime game to the Western Talons in the opening round of the VYFL playoffs. The second round of the VYFL Playoffs saw the IWV Burros Varsity win a thriller over the Bishop Broncos and the Freshman Burros win over the Arvin Grizzlies. The Sophomore Burros lost to the Tehachapi Tomahawks in a close-fought game. Both Freshman and Varsity Burros teams advanced to the 2024 VYFL playoffs. These players had no quit in them always working hard each week trying to get ready for each opponent. Biggest thing I would like to say is the team’s ability to overcome adversity and how they dealt with it towards the end of the season. They never panicked handled themselves very maturely and professional. We had some major obstacles to overcome and they banded together as a team to figure out how to keep pushing. When the opportunity presented itself, the kids really stepped up and performed. This revelation was made during his appearance before the Commission of Inquiry into the council's affairs since 2017, chaired by retired judge Justice Maphios Cheda. Over the past five years, the cumulative revenue loss is estimated at a staggering US$350 million. The council's outdated financial system, initially designed for small and medium-sized businesses, and reliance on manual processes have exacerbated the city's financial woes. Missed Opportunities and Financial Strain Eng Chisango explained that Harare's annual revenue budget exceeds US$500 million, but the lack of a functional ERP system has limited collections to just 40-50% of potential revenue. He estimated that with a modern ERP system, collections could rise to 75%, addressing the shortfall of US$60-70 million annually. The absence of an effective system has also contributed to persistent challenges in refuse collection, water supply, and road maintenance, frustrating residents who endure poor service delivery. Local Innovation Rejected A US$350,000 ERP system developed by the Harare Institute of Technology (HIT) was proposed to address operational inefficiencies. However, council rejected the cost-effective local solution in favor of a foreign system estimated at US$57 million, which was blocked by the Procurement Regulatory Authority of Zimbabwe (PRAZ). HIT officials, including Registrar Mr. Herbert Njonga and director Engineer Tererai Tinashe Maposa, expressed dismay at the rejection of their award-winning system. "The locally developed system has been recognized internationally, but the City of Harare has missed an opportunity to empower local talent and improve technological development," said Eng Maposa. The foreign alternative was not only exorbitantly expensive but also violated procurement laws. The council also faced criticism for attempting to acquire a US$2.8 million billing system, which PRAZ blocked due to non-compliance with regulations. Calls for Accountability Residents and experts have raised concerns that senior officials at the City Council may be exploiting loopholes in the manual systems for personal gain. HIT's Eng Maposa emphasized that the absence of robust controls creates room for abuse and inefficiency. Justice Cheda's Commission heard testimonies about systemic issues plaguing the council, with HIT describing the current financial management as "a recipe for disaster." Government Intervention In light of the mounting concerns, the Government has ordered the reconstitution of the ICT steering committee, comprising representatives from the council and the Ministry of Local Government and Public Works. He stated this while delivering an address on Saturday at the PR Nigeria Young Communication Fellowship in Kano, claiming that at least 40 officers of the Inspector General of Police monitoring team were deployed to Kano to arrest him about six days ago. He revealed that he remained in the government house because of the constitutional immunity that disallows arrest on the premises except with the governor’s express instruction. Tofa explained that he had a court order restricting the police from arresting him which was why he attended the event which he could not miss, adding that he was fortified against being arrested. “For the last five days, I have been in the government house and could not come out. The nature of Kano politics is so much that there is a fight that you can even say is a federal versus state fight. And at some point, I have almost been behind almost everything of that nature. “So there was this petition against me and nobody is handling the petition but the IGP himself. He deployed 40 IG monitoring team squad to Kano since Sunday with the sole aim of arresting me. “So, I came out because of just three things, one, I don’t think I should miss this event even if I’m going to be arrested. “The second issue is that I have gotten a court order which has not been served to the police but is viral, so I’m sure they must have seen it. And then the third one is that I came here well fortified to resist arrest if it happens.
