NoneRED WING, Minn. — The Red Wing couple accused of extensive abuse of their four children both received a four-year prison sentence during their sentencing hearings on Friday afternoon, Dec. 13, at the Goodhue County Justice Center. Benjamin Taylor Cotton, 41, and Christina Ann Cotton, 38, were charged with two counts of child torture, seven counts of neglect and four counts of malicious punishment of a child, all felonies. The couple was also charged with an additional three gross misdemeanor counts of malicious punishment of a child. ADVERTISEMENT Both entered a guilty plea for one count of child torture on Sept. 4. In exchange for their pleas, the court agreed to cap the prison sentences at 48 months and dismiss the remaining charges. District Judge Douglas Bayley sentenced the couple separately, with Christina appearing first. She received four years, with 32 months in prison and 16 months on supervised probation. Benjamin’s sentencing hearing followed, with Bayley ordering him to the same four-year sentence. The state first called up Alyssa Link, a social worker assigned to the case, to read three victim impact statements. The first statement was submitted by one of the children’s therapists. She detailed instances of abuse that were reported to her, including verbal manipulation. “She cannot recall any of her own memories other than the abusive ones,” the therapist wrote. Statements written by the children questioned why their parents tortured them and asked the judge to "please lock them into prison until they are old.” Goodhue County attorney Erin Keuster argued for the court to impose the presumptive guideline sentence of four years. Anything less, Keuster said, would “unduly depreciate the devastating harm done to the Cotton children.” ADVERTISEMENT Keuster told the court that the investigation revealed that three of the four children were caged for at least half of their lives. While in the cage, the children were unable to stand up, use the restroom or have access to water. One child began being caged daily when he was 18 months old. She described the parents' actions as “cold-blooded and cruel.” “A cage will always be a cage no matter how beautiful, no matter how safe a torturer claims that it is,” she said. Charles Clas, Christina’s attorney, argued for a probationary sentence. He said the court needs to take into account the work she has done over the last two years when the Child in Need of Protection or Services (CHIPS) investigation began. Christina has participated in therapy and other programs, Clas said. If she were to receive probation, she would continue her treatment with eye movement desensitization and reprocessing, a psychotherapy technique. “The most important guide to remorse is pleading (guilty) and what you will hear from Mrs. Cotton today,” Clas said. Through sobs, Christina told the court that she takes full responsibility for making her children feel “punished, powerless and helpless.” “Keeping my children in the cages would not have been possible without me,” she said. “I wanna be a better person, your honor. I don’t wanna be the person that hurts my kids.” ADVERTISEMENT Hannah Martin, Benjamin’s attorney, argued for probation as well. With therapy, she said Benjamin has said there was abuse within their marriage. Martin said Christina would physically assault Benjamin and manipulate him to torture to the children. While there’s no treatment for those who torture children, Martin argued, there is treatment for Benjamin’s underlying mental health issues. “I do not believe that Mr. Cotton would have committed this crime with any other partner,” Martin said. In court, Benjamin became emotional when apologizing to his children. “I hope they can overcome this, and turn into strong, healthy adults despite what I’ve done,” Benjamin said. Judge Bayley told Christina and Benjamin that while he sees their remorse, it does not change the severity of their abuse. The severity of the case outweighed the attorney’s cases for probation, he said. Bayley denied both requests for downward dispositional departure. ADVERTISEMENT “There has to be a penalty for committing child torture,” Bayley said. The couple's criminal complaints allege they would routinely hold their young children in locked cages for 13 to 14 hours a day, beat them with a belt and withhold food and access to a bathroom, according to the couple's criminal complaint. The Goodhue County Health and Human Services began investigating the couple last year following a report that they were keeping a 5-year-old locked up in a wooden "cage" and subjecting the child to extreme forms of punishment, along with three other children in the home, ages 9, 7 and 2. The report stated the mother suffered from mental health issues. A social worker and a Red Wing Police Department investigator found three of the children locked in various homemade cages during an Aug. 18, 2022, inspection of the couple's Red Wing home, the complaint said. The mother, Christina Cotton, told the investigators the children were locked up for their own safety, according to the complaint. Inside one of the home's bedrooms, investigators found the 2-year-old inside a playpen with a "dog gate" tied to the top, making it impossible for the child to get out, the complaint said. Next to the playpen, the 7-year-old and 5-year-old were found in a bunk bed designed for small children that was converted into a cage by the placement of a wooden door and slats that the children could look through but not get out, court documents allege. The door also had a sliding metal lock. The height of the cage did not allow either child to fully stand up. ADVERTISEMENT The 9-year-old was found in the home's basement and was not caged or confined. Investigators found a "puke bowl" in one of the cages and it was discovered that the children were not allowed to go to the bathroom once they were put to bed in the cages. After a police officer told the mother that it was not acceptable to lock her children up, she said she did it to prevent them dying. She added the children were only locked up at night and they were still in their cages because she had slept in. The children had been kept in their cages for 13 hours that day. Further investigation found the 2-year-old had a soiled diaper that was duct taped to the child's skin, and the other children were found to have extensive bruising on their bodies that appeared consistent with being struck by an object. One of the children told a social worker that he is spanked with a black belt if he does not do his chores, according to court documents. "He stated that his dad hits him 'hard' but that his mom 'hits him really, really hard,'" part of the criminal complaint reads. Additional investigation found pictures that showed extensive bruising of the 9-year-old that the child had taken with a cell phone the day before the home inspection, the complaint said. A licensed psychologist determined that this abuse goes well beyond what is typically viewed as physical and emotional abuse and could fit into a category of abuse called "intrafamilial child torture."

Jimmy Carter, a former peanut farmer who rose from rural Georgia to the White House and went on to a storied post-presidency that included winning the Nobel Peace Prize, died Sunday at his home in Plains, Ga. He was 100. An outsider, free from the baggage of Washington, Carter defeated President Gerald R. Ford in 1976, a victory seen as representing a clean break with the Watergate era. But the 39th president’s solitary term in office was hamstrung by a sluggish economy and crises at home and abroad. His presidency was also an anomaly, sandwiched between a total of two decades of Republican presidents. Carter, who was born on Oct. 1, 1924, was predeceased by his wife, Rosalynn Carter, who died on Nov. 19, 2023. The couple was married for more than 77 years. Their son Chip Carter confirmed the former president’s death Sunday to The Atlanta Journal-Constitution . The Carter Center announced in February 2023 that the former president had decided to receive hospice care and spend his remaining time at home with family, rather than seek further medical treatment “after a series of short hospital stays.” Years before, Carter had been diagnosed with melanoma, which he announced in August 2015 had extended to his brain. He said at the time that he expected to have a short time to live, but after aggressive treatment he was reported free of the melanoma by December of that year. In what was perhaps the high point of his post-presidency years, Carter was awarded the Nobel Peace Prize on Oct. 11, 2002, for what the Nobel Foundation called “his decades of untiring effort to find peaceful solutions to international conflicts, to advance democracy and human rights, and to promote economic and social development.” In his acceptance speech, Carter criticized the very notion of preemptive war as having “catastrophic consequences.” He added: “If we accept the premise that the United Nations is the best avenue for the maintenance of peace, then the carefully considered decisions of the United Nations Security Council must be enforced. All too often, the alternative has proven to be uncontrollable violence and expanding spheres of hostility.” Relationship with Congress Scholars have judged Carter’s dealings with Congress critically. Democrats controlled both the Senate and the House for the entirety of his presidency. But many experts have argued that the former agribusinessman was largely disinterested in working directly with lawmakers. After leaving the White House, Carter tried to reverse the conventional wisdom about his relationship with Congress, arguing that lawmakers mostly supported his initiatives. “Despite the controversial and often unpopular nature of my proposals to the Congress, I had remarkably good success in congressional approval of bills I supported,” he wrote in his 2010 book “White House Diary.” Carter pointed to congressional vote data compiled by CQ, writing that at the time his book was published it showed he ranked third among all presidents, behind Lyndon B. Johnson and John F. Kennedy, when it came to garnering congressional approval for legislation on which he took a position and was voted on by lawmakers. Congress gave Carter his way 76.6% of the time, according to the CQ Almanac data. But Politifact, an independent fact-checking organization, found the former Georgia governor’s batting average with Congress was “unexceptional.” That’s because few of Carter’s initiatives actually became law; CQ’s methodology handed out successful scores for a positive vote in one chamber, even if a bill never became law. The roots of Carter’s struggles with Congress can be traced to his time in the governor’s mansion, according to scholars at the University of Virginia’s Miller Center, which specializes in presidential studies. “As when he was governor, Carter had an abiding dislike for the backroom dealing that is so pervasive in Washington,” Robert Strong, a politics professor at Washington and Lee University in Lexington, Va., wrote for the Miller Center. Strong said lawmakers “found the new president hard to deal with.” Soon after he entered the White House, lawmakers sensed he lacked the support of many Americans — and they pounced. “Congress asserted its power over the president by shooting down (a) consumer-protection bill and (a) labor reform package,” Strong said. “Carter responded by vetoing a public works package in 1978 on the grounds that it was inflationary. A pattern of mutual distrust and contempt had been set.” Energy policy Also complicating his dealings with Congress was his opposition, soon after taking office, to a rivers and harbors bill supported by Democratic leaders that he felt was full of wasteful spending. Perhaps his biggest achievement was on energy policy, which Carter pushed at a time when U.S. oil imports had risen 65% in the four years before he became president. Carter’s advocacy also came when America was heavily reliant on imports from the OPEC cartel. He convinced lawmakers to pass several measures credited with increasing oil and natural gas supplies and generally lowering prices, as well as others that reshaped mileage standards for cars and American companies’ use of fuel. Carter faced an economy besieged by so-called stagflation, a combination of high inflation, high unemployment and plodding growth. His often-troubled presidency was a drag on congressional Democrats — and his own reelection effort — in 1980. Former California Gov. Ronald Reagan walloped Carter, taking 489 of 538 Electoral College votes. Carter won just six states, including Georgia, as well as the District of Columbia. Republicans picked up 34 House seats and 12 in the Senate, enough to take control of that chamber. After the presidency Carter revealed during an August 2015 press conference that the Iranian hostage crisis, in which an attempted military rescue of embassy employees ended in the deaths of eight American servicemembers, was among his biggest regrets. “I wish I had sent one more helicopter to get the hostages, and we would’ve rescued them,” Carter said, “and I would’ve been reelected.” The New York Times reported in March 2023 that allies of Reagan went on a mission to the Middle East seeking to stop the Iranians from releasing 52 American hostages before Election Day in 1980. After leaving the White House, Carter was among the most active former presidents of the modern era. He participated in election monitoring around the globe, and regularly worked with Habitat for Humanity. DENVER — Mayor Mike Johnston’s pointed comments last week about Denverites resisting a federal mass-deportation effort — including a suggestion that he would mobilize the Denver police department to face off with federal and National Guard troops — have generated blowback in Colorado and across the country. Even billionaire Elon Musk, President-elect Donald Trump’s most visible benefactor and adviser, appeared to weigh in on Saturday on X, the social media platform that Musk owns. “Those who break the law will be arrested, and that includes mayors,” Musk posted in response to another post about the mayor’s comments. On Monday, Johnston reiterated his commitment to resisting what he views as a desire by Trump to abuse the power of the presidency by initiating a nationwide roundup and mass deportation of undocumented immigrants. But the second-year mayor stopped short of providing any specifics of what that resistance might look like. “Denver is proud to be a welcoming city, and we will do everything in our power to protect those who live here,” Johnston said in a statement. “We are considering a number of options to strengthen protections for all our residents, and we continue to provide education about the rights of our immigrant community so they can best protect themselves from any unlawful actions.” In the days following Trump’s victory in the 2024 presidential race this month, Johnston told The Denver Post that the city would not cooperate with the incoming Republican president’s stated goal of deporting millions of undocumented immigrants in the country. They were among tens of thousands of migrants who have come to Denver in the last two years. But in an interview with Denverite published Wednesday, Johnston took his rhetoric to another level. He invoked pro-democracy protests in China’s Tiananmen Square in 1989 as an analogy for Denver residents who would stand up against the federal government, should Trump follow through on threats to mobilize the military against communities that do not cooperate with his deportation plans. He also suggested the city’s police could be part of a resistance action. “More than us having DPD stationed at the county line to keep them out, you would have 50,000 Denverites there,” Johnston said in that interview. “It’s like the Tiananmen Square moment with the rose and the gun, right? You’d have every one of those Highland moms who came out for the migrants. And you do not want to mess with them.” The comments generated near-immediate blowback in Colorado. George Brauchler, a conservative talk radio host and newly elected district attorney for Colorado’s 23rd Judicial District in south metro Denver, reacted to Johnston’s comments on Thursday morning by posting on his X account a portion of the oath Denver police officers take when they are sworn in. “Denver PD Oath: ‘I do swear by the ever-loving God to that I will support the Laws and Constitution of the United States and...’ Now what?” Brauchler wrote, pointing to the conflict between supporting the Constitution and following mayoral orders that could defy a presidential action. By Friday, Johnston was walking back some of his comments. But he also doubled down on his commitment to resist the Trump administration’s deportation plans. In an interview with 9News reporter Marc Sallinger, Johnston said he regretted invoking the image of Denver police officers facing off with federal troops. “I want to be clear, we have no plan for armed conflict with the federal government. We have no desire to do that. There is no interest and we have no plan to do that,” Johnston said. But in response to questions from Sallinger, Johnston said he would be willing personally to protest federal deportation actions — and, if necessary, face arrest. “If I believed that our residents are having their rights violated, if I think things are happening that are illegal or immoral or un-American in our city, I would certainly protest it, and I would expect other residents would do the same,” Johnston said. “I’m not afraid of (being arrested) — and I’m also not seeking that. I think the goal is we want to be able to negotiate with reasonable people (on) how to solve hard problems.” That interview did not tamp down the criticism from some quarters nationally. After the right-wing account End Wokeness shared the clip on X of Johnston saying he did not fear arrest, Donald Trump Jr., the president-elect’s oldest son, reposted the clip with the comment: “Your terms are acceptable.” U.S. Rep. Lauren Boebert, the far-right congresswoman who next year will take a new seat representing Colorado 4th Congressional District, has posted on her X account about Johnston’s comments on three of the last four days. On Monday, she shared the same interview snippet of Johnston saying he did not fear arrest for opposing deportation efforts, adding the comment: “If only the Left was as interested in taking care of Americans as they are in taking care of illegals.
