Now, President Emmanuel Macron must reckon with the latest challenge to his beleaguered leadership: appointing a new prime minister who in turn will appoint a new cabinet. While the far left and far right would like to see Macron resign as well, nothing so far indicates he would do this. He is not due to face reelection until 2027. Why did the government fall now? The Barnier government was appointed by Macron three months ago, based on a narrow calculation following a snap parliamentary election. Macron triggered the election in June and July in an attempt to strengthen his fragile majority in the assembly. Instead, he lost his majority and found himself with a new legislature even more divided than it was before. Although an alliance of left-wing parties called the New Popular Front came in first, it did not have enough MPs to hold a majority and form government. Nor did Marine Le Pen’s far-right party, the National Rally, which got the second-highest number of seats. To address the situation, Macron united political parties of the centre and moderate right to appoint Barnier, a move that dismayed a significant number of French voters who had supported either the left or far right. This could take days, weeks or even a couple of months. Coalitions are difficult to form in France because political parties are more inclined to be sectarian than cooperative . Two scenarios are likely and a third one is possible. First, Macron could try to cobble together a new majority to support his centrist MPs and his political agenda. To do this, he’d have to appeal to MPs from the traditional, conservative right and centre left at the same time, perhaps appointing a prime minister from among them as a negotiating chip. The moderate left-wing MPs he needs, however, are unlikely to support him. They have more to gain in sticking with the alliance they have formed: the New Popular Front. This alliance is made up of left-wing parties (the Greens, Socialists, Democrats and more) that could implement a real leftist agenda of reforms if they found a way to work together. This brings up the second possible scenario: a new left-leaning majority government. The New Popular Front has the largest number of MPs in the National Assembly, but it still doesn’t have the numbers for a majority government. So, if it wants to form government, it will have to secure MPs from the centre — a scenario that would be equally uncertain. Such a motley coalition would be in constant negotiations over bills. The third scenario — possible but trickier — would see Macron reappoint the fallen Barnier under the proviso he change the budget bill to appease the opposition and avoid another no-confidence vote. No matter what happens next, one thing remains certain: the next government is likely to be short-lived. France could even see several governments fall until the next National Assembly elections, which cannot be scheduled before July 2025 at the earliest. Whichever government comes in next will face enormous pressure to reduce the government’s deficit, which has greatly increased since the pandemic. France will be faced with slightly higher interest rates when borrowing on the financial markets to finance its national debt. This means more taxpayer money will be directed towards refinancing the debt as opposed to being used for what the French think are priorities: the cost of living crisis, hospitals, education, police and other essential services. The world’s oldest known wild bird has sparked “special joy” among scientists after she laid an egg – her first in four years – at the age of 74. Wisdom, a Laysan albatross, was spotted with the egg and a new partner last week at Midway Atoll National Wildlife Refuge, an island sanctuary located on the far northern end of the Hawaiian archipelago. “She did it again!” the U.S. Fish & Wildlife Service (USFWS) for the Pacific Region exclaimed on social media platform X. Jon Plissner, supervisory wildlife biologist at Wildlife Refuge, said he and his team were “optimistic that the egg will hatch” and that Wisdom would be fit enough to raise another chick. “A special joy,” he called Wisdom’s achievement. A video posted on USFWS’ Facebook page showed Wisdom rubbing her head against her new partner before he sat down to incubate the egg. Biologists spotted Wisdom at Midway Atoll in 2001 with a red band around her leg that they later discovered was placed there by the late renowned ornithologist Chandler Robbins in 1956. USFWS estimates that the bird has produced up to 60 eggs and mothered as many as 30 chicks in her lifetime. For decades, she returned to the island with the same partner, Akeakamai, but he has not been seen since at least 2021. Experts tagged her new mate last week after spotting them together. Laysan albatrosses live between 12 and 40 years. Many die after mistakenly swallowing colorful plastic, which they think is food in the sea. Wisdom has intrigued biologists who are desperate to find out how she manages to live such a long life and still have babies. Each year, millions of albatrosses return to Midway Atoll to nest and raise their young, according to USFWS. The mating season is between October and November, and the species often spends a little more than half of the year at the refuge, incubating and raising their chick. During that time, they fly thousands of miles across the ocean for food to get back to their babies. None(The Center Square) – American taxpayers may provide a loan of more than $7.5 billion to a joint venture involving automaker Chrysler that plans to build electric vehicle batteries in Indiana. On Monday, the U.S. Department of Energy’s Loan Program Office revealed that StarPlus Energy has received a “conditional commitment” for the multi-billion dollar loan. If approved, teh money would help the collaboration between FCA US and Samsung SDI Co. construct two lithium-ion battery plants in the Kokomo 50 miles north of Indianapolis. The loan announcement comes after the Indiana Economic Development Corp. pledged hundreds of millions of dollars in state tax credits and incentives to the project. Stellantis, FCA’s parent company, and Samsung first announced plans to build an electric vehicle battery plant in Kokomo in May 2022. Then, in October 2023, the partners announced they would construct a second plant. According to Monday’s announcement, the project is expected to create up to 3,200 construction jobs as well as 2,800 plant jobs. The batteries built in Kokomo are forecasted to power about 670,000 electric cars each year. Stellantis would purchase the batteries for the vehicles marketed in the United States. An Energy Department fact sheet indicates that the interest rate for the loan would be the “applicable U.S. Treasury rate for the term of the loan with no credit spread.” No details on the term were immediately available. “This project reinforces President Biden’s Investing in America agenda to onshore and reshore domestic manufacturing technologies,” the Energy Department’s statement said. The loan would come through the federal government’s Advanced Technology Vehicles Manufacturing Loan Program, which was first established through the Energy Independence and Security Act of 2007. It would be the second Indiana plant to receive program funds. Last month, the Biden administration announced the finalization of a $1.3 billion loan to ENTEK, which is constructing a factory in Terre Haute to make separators used in lithium-ion batteries. The Biden administration and StarPlus must still complete some requirements before the loan can be finalized. Among them, StarPlus must create a Community Benefits Plan that demonstrates how the company will work with local officials and labor groups. The battery plants are being built using workers from local trade unions.
