The President of Ireland has led tributes to former government minister Gemma Hussey, who has died at the age of 86. The first female to hold the position of minister for education, the former Fine Gael TD was a strong advocate for women’s rights. Here’s what to know about the tentative ceasefire agreement and its potential implications: The terms of the deal The agreement reportedly calls for a 60-day halt in fighting that would see Israeli troops retreat to their side of the border while requiring Hezbollah to end its armed presence in a broad swath of southern Lebanon. President Joe Biden said Tuesday that the deal is set to take effect at 4 a.m. local time on Wednesday (9 p.m. EST Tuesday). Under the deal, thousands of Lebanese troops and U.N. peacekeepers are to deploy to the region south of the Litani River. An international panel lead by the U.S. would monitor compliance by all sides. Biden said the deal “was designed to be a permanent cessation of hostilities.” Israel has demanded the right to act should Hezbollah violate its obligations. Lebanese officials have rejected writing that into the proposal. Israel’s Defense Minister Israel Katz insisted Tuesday that the military would strike Hezbollah if the U.N. peacekeeping force, known as UNIFIL, does not provide “effective enforcement” of the deal. Lingering uncertainty A Hezbollah leader said the group’s support for the deal hinged on clarity that Israel would not renew its attacks. “After reviewing the agreement signed by the enemy government, we will see if there is a match between what we stated and what was agreed upon by the Lebanese officials,” Mahmoud Qamati, deputy chair of Hezbollah’s political council, told the Qatari satellite news network Al Jazeera. “We want an end to the aggression, of course, but not at the expense of the sovereignty of the state” of Lebanon, he said. The European Union’s top diplomat, Josep Borrell, said Tuesday that Israel’s security concerns had been addressed in the deal also brokered by France. Where the fighting has left both sides After months of cross-border bombings, Israel can claim major victories, including the killing of Hezbollah’s top leader, Hassan Nasrallah, most of his senior commanders and the destruction of extensive militant infrastructure. A complex attack in September involving the explosion of hundreds of walkie-talkies and pagers used by Hezbollah was widely attributed to Israel, signaling a remarkable penetration of the militant group. The damage inflicted on Hezbollah has come not only in its ranks, but to the reputation it built by fighting Israel to a stalemate in the 2006 war. Still, its fighters managed to put up heavy resistance on the ground, slowing Israel’s advance while continuing to fire scores of rockets, missiles and drones across the border each day. The ceasefire would mark the first major step toward ending the regionwide unrest triggered by Hamas’ attack on Israel on Oct. 7, 2023. But it does not address the devastating war in Gaza, where Hamas is still holding dozens of hostages and the conflict is more intractable. Hours before the ceasefire with Hezbollah was to take effect, Israel carried out the most intense wave of strikes in Beirut and its southern suburbs since the start of the conflict and issued a record number of evacuation warnings. At least 24 people were killed in strikes across the country, according to local authorities, as Israel signaled it aims to pummel Hezbollah before the ceasefire takes hold at 4 a.m. local time on Wednesday. Another huge airstrike shook Beirut shortly after the ceasefire was announced. There appeared to be some lingering disagreement over whether Israel would have the right to strike Hezbollah if it believed the militants had violated the agreement, something Prime Minister Benjamin Netanyahu insisted was part of the deal but which Lebanese and Hezbollah officials have rejected. Israel’s security Cabinet approved the ceasefire agreement after it was presented by Netanyahu, his office said. U.S. President Joe Biden, speaking in Washington, called the agreement “good news” and said his administration would make a renewed push for a ceasefire in Gaza. The Biden administration spent much of this year trying to broker a ceasefire and hostage release in Gaza but the talks repeatedly sputtered to a halt. Still, any halt to the fighting in Lebanon is expected to reduce the likelihood of war between Israel and Iran, which backs both Hezbollah and Hamas and exchanged direct fire with Israel on two occasions earlier this year. Netanyahu presented the ceasefire proposal to Cabinet ministers after a televised address in which he listed a series of accomplishments against Israel’s enemies across the region. He said a ceasefire with Hezbollah would further isolate Hamas in Gaza and allow Israel to focus on its main enemy, Iran, which backs both groups. “If Hezbollah breaks the agreement and tries to rearm, we will attack,” he said. “For every violation, we will attack with might.” The ceasefire deal calls for a two-month initial halt in fighting and would require Hezbollah to end its armed presence in a broad swath of southern Lebanon, while Israeli troops would return to their side of the border. Lebanese state media said another 10 people were killed in the eastern Baalbek province. Israel says it targets Hezbollah fighters and their infrastructure. Israel also struck a building in Beirut’s bustling commercial district of Hamra for the first time, hitting a site that is around 400 meters (yards) from Lebanon’s Central Bank. There were no reports of casualties. The Israeli military said it struck targets in Beirut and other areas linked to Hezbollah’s financial arm. The evacuation warnings covered many areas, including parts of Beirut that previously have not been targeted. The warnings, coupled with fear that Israel was ratcheting up attacks before a ceasefire, sent residents fleeing. Traffic was gridlocked, and some cars had mattresses tied to them. Dozens of people, some wearing their pajamas, gathered in a central square, huddling under blankets or standing around fires as Israeli drones buzzed loudly overhead. Israeli military spokesman Avichay Adraee issued evacuation warnings for 20 buildings in Beirut’s southern suburbs, where Hezbollah has a major presence, as well as a warning for the southern town of Naqoura where the U.N. peacekeeping mission, UNIFIL, is headquartered. UNIFIL spokesperson Andrea Tenenti told The Associated Press that peacekeepers will not evacuate. The Israeli military also said its ground troops clashed with Hezbollah forces and destroyed rocket launchers in the Slouqi area on the eastern end of the Litani River, a few kilometers (miles) from the Israeli border. Under the ceasefire deal, Hezbollah would be required to move its forces north of the Litani, which in some places is about 30 kilometers (20 miles) north of the border. Hezbollah began firing into northern Israel on Oct. 8, 2023, saying it was showing support for the Palestinians, a day after Hamas carried out its attack on southern Israel, triggering the Gaza war. Israel returned fire on Hezbollah, and the two sides have been exchanging barrages ever since. Israel escalated its campaign of bombardment in mid-September and later sent troops into Lebanon, vowing to put an end to Hezbollah fire so tens of thousands of evacuated Israelis could return to their homes. More than 3,760 people have been killed by Israeli fire in Lebanon the past 13 months, many of them civilians, according to Lebanese health officials. The bombardment has driven 1.2 million people from their homes. Israel says it has killed more than 2,000 Hezbollah members. Hezbollah fire has forced some 50,000 Israelis to evacuate in the country’s north, and its rockets have reached as far south in Israel as Tel Aviv. At least 75 people have been killed, more than half of them civilians. Brazil’s former president Jair Bolsonaro was fully aware of and actively participated in a coup plot to remain in office after his defeat in the 2022 election, according to a federal police report unsealed on Tuesday. Brazil’s federal police last Thursday formally accused Mr Bolsonaro and 36 other people of attempting a coup. They sent their 884-page report to the Supreme Court, which lifted the seal. “The evidence collected throughout the investigation shows unequivocally that then-president Jair Messias Bolsonaro planned, acted and was directly and effectively aware of the actions of the criminal organisation aiming to launch a coup d’etat and eliminate the democratic rule of law, which did not take place due to reasons unrelated to his desire,” the document said. At another point, it says: “Bolsonaro had full awareness and active participation.” Mr Bolsonaro, who had repeatedly alleged without evidence that the country’s electronic voting system was prone to fraud, called a meeting in December 2022, during which he presented a draft decree to the commanders of the three divisions of the armed forces, according to the police report, signed by four investigators. The decree would have launched an investigation into suspicions of fraud and crimes related to the October 2022 vote, and suspended the powers of the nation’s electoral court. The navy’s commander stood ready to comply, but those from the army and air force objected to any plan that prevented Luiz Inacio Lula da Silva’s inauguration, the report said. Those refusals are why the plan did not go ahead, according to witnesses who spoke to investigators. Mr Bolsonaro never signed the decree to set the final stage of the alleged plan into action. Mr Bolsonaro has repeatedly denied any wrongdoing or awareness of any plot to keep him in power or oust his leftist rival and successor. “No one is going to do a coup with a reserve general and half a dozen other officers. What is being said is absurd. For my part, there has never been any discussion of a coup,” Mr Bolsonaro told journalists in the capital Brasilia on Monday. “If someone came to discuss a coup with me, I’d say, that’s fine, but the day after, how does the world view us?” he added. “The word ‘coup’ has never been in my dictionary.” The top court has passed the report on to prosecutor-general Paulo Gonet. He will decide whether to formally charge Mr Bolsonaro. Rodrigo Rios, a law professor at the PUC university in the city of Curitiba, said Mr Bolsonaro could face up to a minimum of 11 years in prison if convicted on all charges. “A woman involved in the January 8 attack on the Supreme Court received a 17-year prison sentence,” Mr Rios told the Associated Press, noting that the former president is more likely to receive 15 years or more if convicted. “Bolsonaro’s future looks dark.” Ahead of the 2022 election, Mr Bolsonaro repeatedly alleged that the election system, which does not use paper ballots, could be tampered with. The top electoral court later ruled that he had abused his power to cast unfounded doubt on the voting system, and ruled him ineligible for office until 2030. Still, he has maintained that he will stand as a candidate in the 2026 race. Since Mr Bolsonaro left office, he has been targeted by several investigations, all of which he has chalked up to political persecution. Federal police have accused him of smuggling diamond jewellery into Brazil without properly declaring them and directing a subordinate to falsify his and others’ Covid-19 vaccination statuses. Authorities are also investigating whether he incited the riot on January 8 2022 in which his followers ransacked the Supreme Court and presidential palace in Brasilia, seeking to prompt intervention by the army that would oust Mr Lula from power. Mr Bolsonaro had left for the United States days before Mr Lula’s inauguration on January 1 2023 and stayed there for three months, keeping a low profile. This latter form of power, he tells us, is the subject he means to address. His book is certainly timely. As he notes, there are certain epochs, and surely we are slap bang in the middle of one, when "evident truth" is cast aside in favour of all manner of imbecile imaginings. "Mesmerised crowds still follow preposterous prophets, irrational rumours trigger fanatical acts, and magical thinking crowds out common sense and expertise." There, encapsulated in a sentence, is the predicament we face in our present-day social and political lives.
